I would say it depends on what the purpose of your website is, and your skill level (are you building it or having it built)?
If you have the skills to build/maintain a php solution, then go for it. But it's easier to maintain a html solution if you are having someone else build the website and you don't know html.
Also, if your site is relatively static, then a php solution may be a waste of time. If it changes lots, then php might be worth learning.
